Tenders Are Invited for 1. The Republic of Azerbaijan intends to apply to the Asian Infrastructure Investment Bank (hereinafter referred to as the AIIB or the Bank) for a loan to finance the Baku Metro Expansion Project Phase II (green line), and it is intended that a portion of the loan proceeds will be used to pay for goods, works, non-consulting services and consultancy services to be procured under the said project.
2. The project consists of the following components: Component 1: Civil construction works of tunnels and underground stations, as well as installation of electromechanical systems; Component 2 - Modernization of signaling and communication systems; Component 3: Consultancy services for implementation support, environmental and social management and institutional capacity building.
3. The procurement of contracts to be financed by the Bank will be carried out in accordance with the procedures set out in the Bank’s Procurement Guidelines for Borrowers (hereinafter referred to as the PGI), and all legal entities and individuals meeting the requirements set out in the PGI may participate in the procurement procedures. The initial agreed procurement plan and its subsequent updates will be published in the Bank’s information resources after approval. The ADB Procurement Policy may be applied to the procurement contract for the modernization of signaling and communication systems, in accordance with the final joint financing agreements between the Asian Development Bank (hereinafter referred to as ADB) and the AIIB.
4. Specific procurement notices for contracts to be procured through international open bidding will be published on the websites of the Bank and “Baku Metro” CJSC. |
